Abstract: The article discusses the liberalization and regulation processes within the European Union (EU). After reviewing the legal techniques aimed to resolve tensions between regulation and economic integration, their application in the context of the European Community and its Member States' involvement in the General Agreement on Trade in Services (GATS) are discussed. It concludes that interactions between internal and external negotiations may foster efficient integration of markets and policies.
