The outgoing European Commissioner for External Relations, Chris Patten, has joined the board of 'Britain in Europe', a lobby group, increasing speculation that he could lead the Yes campaign in the referendum on the European Constitution. Mr Patten will leave the European Commission on 31 October 2004. |
