Plea for more stress on jobs and inflation in EU policy

France and Germany put forward a joint proposal on 4 November 2002 for the European Union's policy-making framework to take more account of inflation and unemployment, indicating a change of emphasis away from the Stability and Growth Pact with its focus on budget deficits.
