Report of the July 22 Commission in Norway set up to examine the killing of 77 people in Oslo in July 2011 by Anders Behring Breivik. The report issued on the 13 August 2012 said that Norway’s police could have prevented the lethal bombing by Breivik and their 'unacceptable' delays prevented him from being arrested earlier in his subsequent shooting massacre.

The Commission’s report will be followed later in August 2012 by the verdict into the criminal case against Breivik, where the prosecution is seeking to have him declared insane.
