The European Monitoring Centre on Racism and Xenophobia, on 29 October 2004, welcomed the publication of the European Commission's Communication on the Fundamental Rights Agency. The Communication follows the European Council Meeting in Brussels on 13 December 2003, where the representatives of the EU Member States agreed 'to build upon the existing European Monitoring Centre on Racism and Xenophobia and to extend its mandate to become a Human Rights Agency'.
