At the European Council in Ghent, the Heads of State and Government called on the European Commission and the Council to organise an urgent and co-ordinated programme to respond to the threat of bio-terrorism. The Commission's reaction to the terrorist attacks of September 11th and the anthrax incidents following has been swift and determined.
