The European Commission adopted guidelines on 16 December 2003 on the appraisal of mergers between competing firms (Horizontal Guidelines). The guidelines are one of the cornerstones of the comprehensive reform of merger control in the European Union and complement the changes to the Merger Regulation, already agreed by EU Ministers, and several improvements introduced in the Commission's decision making process. |
