The European Commission released a Communication on 30 December 2003 entitled 'Modernising social protection for more and better jobs, a comprehensive approach contributing to making work pay'. The report finds that continued reforms of social protection systems in order to make them more employment friendly are essential for the European Union to reach its ambitious objective of increasing the employment rate to 70% by 2010.
