Loyola de Palacio, European Commissioner for Transport and Energy, launched the European Road Safety Charter on 29 January 2004. Announced in 2003 in the European Road Safety Action Programme, the purpose of the Charter is to integrate civil society in the endeavour to reach the European Union target of halving the number of road deaths by 2010. |
