The European Commission has proposed on 7 May 2002 measures for the integrated management of the European Union's external borders which would be taken on a genuine Community basis rather than as a set of national systems and also maps out the route to the longer-term objective of setting up a European Corps of Border Guards. The guidelines it has adopted opt for operational solutions to make further improvements in checks at external borders, the aim being to make it clear that freedom of movement within the EU does not necessarily mean less security for the general public in the context of migratory phenomena. |
