The European Commission published its Spring Economic Forecasts 2003 2004 for the euro area and the European Union on 8 April 2003, noting that 2002 ended on a very weak note due to global uncertainties and persistent structural rigidities that reduce the capacity to react to shocks. Continued sluggishness is expected to prevail in the first half of 2003 but there could be a moderate recovery in the second half of the year assuming that geo-political tensions abate. |
