On 4 July 2001 a joint report on staff policy reform issues was agreed by Staff Unions and the administration. It reflects the achievement of a broad consensus. Taking full account of this, and of more general submissions from staff in the months of consultation, the Commission will revise its orientations on middle management, maintaining professional standards, disciplinary procedures, pay and pensions before the end of July 2001. After that, social dialogue will be pursued with the staff unions with the aim of finalising negotiations on Staff policy reform as much as possible in October. The Commission and staff unions have further agreed on the need to continue work on the options for reform of the career structure of European civil servants. As the proposals on evaluation and promotion are closely linked to discussions on the career structure, they will be dealt with together. The Commission will take a position on the best way forward for the career structure and evaluation and promotion in early Autumn and then proceed to prepare the adoption of legislative proposals by the end of 2001.
