The European Commission welcomed the decision by the European Court of Justice on 12 July 2005 to request France to pay a lump sum of €20 million and a periodic 6-month penalty of €57,761,250 running from that date, for failing to comply with a 1991 Court ruling on serious shortcomings in its enforcement of fisheries rules. This was the first time that a Member State had to pay both a lump sum and a penalty for persistent failings in its implementation of Community legislation. |
