On 15 June 2004 the European Commission had announced that France was being taken to the Court of Justice for failure to implement the Cable and Full Competition Directives. In breach of the rules laid down, France had been maintaining a special authorisation scheme for the supply of cable telephony services, which penalised cable operators. France had since amended its legislation, in particular by adopting the Law on Electronic Communications. The Commission noted with satisfaction the new provisions introduced by France and decided to terminate the proceedings initiated before the Court. |
