On 23 May 2001 the European Commission put forward a proposal for a Directive which would enhance the right of Union citizens and their families to move and reside freely in the territory of the Member States. The proposed instrument contains a series of specific measures to consolidate the common legal cornerstone of citizenship of the European Union.
