The European Commission is taking legal action against Member States that are slow in taking all the necessary preparatory measures to introduce emissions trading in the European Union in January 2005. The Commission is now sending Greece and Italy first written warnings because they have not yet submitted their national allocation plans. The plans have to outline the number of emission allowances that Member States intend to allocate to their industries. In addition, the Commission is also sending final written warnings to all EU15 Member States except Austria, Germany, France and Sweden for not fully transposing the Emissions Trading Directive into national law, as required by 31 December 2003. |
