The European Commission adopted on 30 April 2003 a roadmap with detailed measures to encourage public and private players across Europe to upgrade their research effort. The Communication on “Investing in research: an action plan for Europe” sets out initiatives required to increase the level of investment in research in the EU from 1.9% to 3% of GDP
