The European Commission on 9 March 2005 proposed, for the first time, that the European Union could guarantee part of the debt of priority cross-border transport infrastructure projects to stimulate private investment in so-called Trans-European Network projects. The guarantee was planned to have a budget of €1 billion, enough to cover €20 billion of debt. The proposal followed a request by the European Council of December 2003 and needed the approval of Finance Ministers. |
