The European Commission adopted a proposal on 9 September 2003 which invites EU Member States to sign the new international Protocol establishing a supplementary compensation fund.

The proposal authorises Member States to conclude the International Maritime Organisation (IMO) Supplementary Fund Protocol which heightens the financial compensation available to victims of oil spills.
