On 22.11.00, the European Commission proposed an initial package of social measures designed to make the internal market in road transport more competitive. The Commission proposed three measures with the following intentions: to ensure that drivers are employed under appropriate conditions; to organise the working time of mobile workers; and to harmonise the bans on journeys by heavy goods vehicles at weekends. In line with the subsidiarity principle, the proposal applies solely to heavy goods vehicles making international journeys on the trans-European road network. The Member States will retain the right to impose bans of different duration on all roads outside the trans-European road network and on all national services. |
