A report, which takes stock of policy measures in favour of small enterprises as a follow-up to the European Charter for Small Enterprises has been published by the European Commission on 12 February 2002, twenty months after the Charter was endorsed by the European Council in Feira. The report shows signs of increasing political commitment towards meeting the Charter's undertakings. Progress has been quite dramatic in some fields, such as cutting red tape for setting up a new company. In other areas, such as education and training for entrepreneurship, it will take some time for results to feed through. The Charter implementation report indicates that whilst some Member States are quite active in taking up best practices identified elsewhere across Europe, others could still do much more and the European Commission will therefore encourage the process of exchanging good practice between national administrations by establishing various benchmarking projects. The Charter report will be presented at the Conference of European Ministers responsible for small and medium-sized enterprises (SMEs) on 23 February 2002 in Aranjuez, and to the Barcelona European Council in March. |
