At the European Council in Brussels on 16-17 October 2003, matters considered by European Union leaders included the Intergovernmental Conference; relaunching the European economy; co-financing of TENs projects; securing supplies of energy and telecommunications networks; investing in human capital: innovation, research and development and skills ; managing the Union's common borders and controlling migratory flows; Judicial and police co-operation, particularly in the fields of terrorism and drug control.
