The European Commission on 24 November 2005 adopted a Communication setting out the progress of the European Neighbourhood Policy (ENP) Action Plans, since their presentation in late 2004 and underlining the priorities for the coming year. The paper set out how the ENP was responding to neighbouring countries wishes for closer relations with the EU, how it was addressing the concerns of EU citizens regarding issues such as migration and organised crime, and helping to achieve the objectives of the European Security Strategy. The European Commission considered the Neighbour hood Policy to be a key instrument to promote good governance, economic and social development in countries around the EU’s land and sea borders. |
