Press Release: Factsheet – The EU list of persons, groups and entities subject to specific measures to combat terrorism

The EU first adopted restrictive measures against persons and entities involved in terrorist acts in December
2001, in the wake of the terrorist attacks on 11 September that year. The EU list was established in order to
implement UNSCR 1373 (2001), adopted under Chapter VII of the UN Charter.
