On 20 June 2001 the Agriculture Council reached a political compromise to modify the EU beef market organisation (the so-called 7-point plan). The European Commissioner for Agriculture and Rural Development, Franz Fischler, said the beef package was necessary because consumption is still considerably below the normal levels and a significant part of the EU export markets is still blocked. |
