The European Commission decided to send a reasoned opinion to Germany on account of Saarland training legislation ('Weiterbildungs- und Bildungsfreistellungsgesetz'), under which a service provider, in order to be recognised as a training establishment in law, must have its registered office in Saarland and, in addition, have carried out a training activity in Saarland for two years.
