BirdLife International, Friends of the Earth and the European Environmental Bureau say the European Commission's plans for rural development, announced on 15 July 2004, have spared the future of Europe's countryside at the last minute. The coalition has given a cautious welcome to the Commission's proposal, but still intends to press the Council of the European Union to amend some of the shortfalls that it still contains.
