Chancellor Gerhard Schröder hailed the European Commission's recommendation to begin membership negotiations with Turkey. The EU heads of state and government will make a final decision on this matter in December on the basis of the recommendation. Schröder and Foreign Minister Joschka Fischer estimate that a period of between ten and fifteen years will be needed to complete the negotiations |
