Nils Muižnieks, Council of Europe Commissioner for Human Rights, presented on 1 October 2015 a report on the Human Rights situation in Germany. The country was praised for its efforts to help refugees and asylum seekers, but was also encouraged to do more and better in terms of the conditions of reception and speed of asylum procedures.

The Commissioner was very concerned by the rise of racism and intolerance in Germany and urged the German authorities to broaden their approach to combating racism, focusing not exclusively on the activities of extremist organised groups but also on racist acts committed by individuals not associated with these groups.

Mr Muižnieks also encouraged the authorities to strengthen the existing legal framework on oversight of security and intelligence activities and to improve legal remedies against any abuse by these services.
