Improvements to the Dublin Convention come into force on 1 September 2003 to speed up the process for returning asylum seekers to EU countries where they have already lodged a claim for asylum. The 'Dublin II' Regulation outlines the criteria and mechanisms for determining the Member State responsible for examining an asylum application lodged in one of the Member States by a third-country national. It also requires member states to respond to a request for information on an asylum seeker within six weeks. It will be supported by the new EU wide database of fingerprints, Eurodac.
