Press Release: Informal Meeting of EU Heads of State or Government, Brussels, 19 November 2009

The Heads of State or Government of the European Union noted with great satisfaction that the Lisbon Treaty will enter into force on 1 December 2009. This Treaty will lay the foundation for a more democratic, efficient and transparent European Union, allowing the Union to better tackle the challenges ahead. The Lisbon Treaty will provide the Union with a permanent President of the European Council and a High Representative for Foreign Affairs and Security Policy that will enhance continuity and strengthen the Union’s role in the international arena.
