An inquiry was launched, in November 2005, into the enforcement of European directives in Scotland. In particular, the inquiry would consider whether the directives were being transposed or implemented more strictly than their terms required, or compared to England and Wales or other parts of the EU. The inquiry would focus mainly on the areas of agriculture, fishing, food safety and the environment.
