The Autumn 2003 update of the European Commission's State Aid Scoreboard indicates that while some Member States have regularly awarded State aid to rescue and restructure firms in difficulty over the last decade or so, more than half have clearly not had such a policy. It is widely recognised that aid for rescue and restructuring is one of the most potentially distortive types of State aid. The Scoreboard also focuses on the actions undertaken by Member States to follow up the various Council conclusions on State aid which include reducing the overall level of aid, redirecting aid to horizontal objectives and measuring the effectiveness of aid. It also looks at recent developments in the Commission's State aid reform programme. |
