According to the UNAIDS report published on 23 November 2004 AIDS remains one of the most important obstacles to global development. The European Commission in October 2004 proposed a new strategy in the fight against HIV/AIDS, malaria and tuberculosis. On 23 November 2004 the Council adopted conclusions on the proposals. |
