European Environment Commissioner, Margot Wallström announced on 12 October 2001 an action plan to respond to bio and nuclear terrorist attacks. The action plan has two key initatives: to establish more co-operation between Member State civil protection schemes, including the launch of a new Nuclear, Biological and Chemical group (NBC) which could assist any Member State 24 hours a day, by 31 October 2001; to develop a short, medium and long term working programme against potentail terrorist threats to be disucssed at a conference organised by the Belgian Presidency in the beginning of December 2001. |
