In a letter sent to the Rt Hon Tony Blair, President of the EU Council, and Josep Borrell Fontelles, President of the European Parliament on 20 October 2005, the President of the European Commission, José Manuel Barroso, presented five ideas in order to relaunch negotiations on the Financial Perspectives for 2007-13. In short, these were: Increasing resources for growth and jobs up to 1/3 of EU budget; A new crisis mechanism to absorb shocks related to globalisation; More dynamism in agricultural spending; Review of EU spending as from 2009 with a view to modernising the budget; Increasing democratic scrutiny and coherence of European external actions. |
