The European Commission decided on 28 January 2010 to send a formal request to Germany concerning the award of architectural service contracts by the municipality of Niedernhausen to a local engineer without European-wide calls for tenders. This formal request takes the form of a "reasoned opinion", the second stage of the infringement procedure laid down in Article 258 TFEU. If there is no satisfactory reply within two months, the Commission may refer the matter to the European Court of Justice |
