The European Ombudsman, Emily O'Reilly, called on the European Commission on the 23 September 2014 in a set of draft recommendations to make its review processes on 'revolving doors' cases more robust to avoid conflicts of interest. She also called on the Commission to regularly publish online all relevant information as regards senior EU officials, including their names, who leave to work outside the EU administration. This followed complaints from five NGOs and the Ombudsman's inspection of 54 'revolving doors' files.

The phenomenon of staff leaving the EU institutions to take up positions in the private sector, or staff joining the institutions from the private sector, is often referred to as the 'revolving doors' phenomenon. This phenomenon is a growing concern for EU citizens, particularly because of the risk that conflicts of interests may arise. As the independence and objectivity of the EU public administration is vital in terms of building trust on the part of citizens, the Ombudsman pays great attention to any concerns about conflicts of interest.

The European Ombudsman's recommendations were welcomed by NGOs Corporate Europe Observatory, Friends of the Earth Europe, Greenpeace, LobbyControl and SpinWatch.
