Reaction of Javier Solana, EU High Representative for the CFSP, to the report of the Study Group on Europe's Security Capabilities, presented to him in Barcelona, Spain. The report, entitled 'A Human Security Doctrine for Europe', proposes that the European Union "should build its security policy on a 'human security doctrine', aimed at protecting individuals through law-enforcement with the occasional use of force".
