The European Commission adopted its budget proposals for 2003 (Preliminary Draft Budget) on 30 April 2002. At just over €98 billion in payments, the proposed 2,7 % increase for 2003 over 2002 is lower than the announced average increase of the member states' budgets and the proposed 2003 budget stays well under the financial planning ceiling for the EU budget in the Agenda 2000.
