The results of research carried out on behalf of the Employment and Social Affairs Directorate General of the European Commission (contract SOC-97-102454) by a range of organisations led by DIW (German Institute for Economic Research). The views expressed are those of the researchers only and are not indicative of official European Commission opinions.

The purpose of the report is to analyse the likely impact of eastern enlargement on employment and wages and to evaluate those policy options which could enhance net job creation and mitigate any undesirable distributional affects of accession. The analysis in this report is focuses on three main dimensions of economic integration:
i) trade in goods and services
ii) migration of labour
iii) movement of capital.
