The Commission adopted a Communication on 7 May 2003 aimed at enhancing still further the drive for safer, cheaper and more competitive European products, entitled 'Enhancing the implementation of the New Approach Directives'. The New Approach is a legislative technique that consists of defining mandatory essential product requirements to ensure a high level of public protection, while leaving the choice of technical solution up to interested parties (users, manufacturers, etc.). Because of its flexibility, the New Approach has proven to be a highly efficient technique for promoting industrial competitiveness, product innovation, and the free movement of goods across the EU. It is an early example of a 'co-regulatory' approach that involves all stakeholders in the drive for better regulation. 'New Approach' directives now cover more than 20 industrial sectors and thousands of industrial products, including building materials, toys, medical devices, gas fires, pleasure boats, machinery, and radio/telecoms equipment. Building on nearly 20 years of experience of the New Approach, the Communication makes proposals on how to further strengthen the system.
