Summary:

The Commission proposes that the Council of the European Union authorizes Austria and Poland to ratify, or to accede to, the Budapest Convention on the Contract for the Carriage of Goods by Inland Waterways (CMNI) (the 'Budapest Convention'). The Commission observed that Belgium had ratified the Budapest Convention in August 2008, after the adoption and the entry into force of the Rome I Regulation in July 2008. It therefore became necessary to address the EU authorization also to Belgium, in order to rectify the existing unlawful situation.

The Budapest Convention was adopted by the Diplomatic Conference organised jointly by the Central Commission for the Navigation of the Rhine and the Danube Commission in collaboration with the United Nations Economic Commission for Europe. It entered into force in April 2005. It contributes to the internal market in the field of transport and it intends to harmonise contractual and inland navigational standards among European countries.
