Council Decision (CFSP) 2021/509 - adopted by the Council of the European Union on 22 March 2021 - establishing a European Peace Facility (EPF) for the period 2021-2027. It also repeals Decision (CFSP) 2015/528.
The European Peace Facility is aimed at filling a gap in the European Union's external action by creating one instrument to finance Common Foreign and Security Policy (CFSP) actions in military and defence areas. It EPF replaces the Athena mechanism and the African Peace Facility. The proposal leads to setting up an off-budget fund for a period of seven years - the duration of the Multiannual Financial Framework (MFF) 2021-2027.
The proposal was adopted by the EU's High-Representative on 13 June 2018, with the support of the European Commission. The Council of the European Union adopted the proposed Decision at a meeting on 22 March 2021. The Decision was published in the Official Journal on 24 March 2021.
