The Recommendation utlines a set of policy measures aimed at addressing early school leaving and the low achievement in basic skills of 15-year-olds, in particular of those stemming from a disadvantaged background. These measures address the needs of learners, teachers and trainers, of schools, and education systems. They include monitoring, prevention, intervention, and compensation, but with a strong focus on prevention and early intervention. The proposal also calls for increased attention to wellbeing at school, which has a strong impact on educational outcomes and is a key component of school success.

The draft text was adopted by the European Commission on 30 June 2022. It follows up on the assessment concerning the implementation of a previous Council Recommendation addressing school leaving, which it sought to repeal and replace. It was adopted by the Council of the European Union on 28 November 2022 and published in the Official Journal on 9 December 2022.
