This Regulation covers the practical arrangements for the EU's Own Resources. It sets out a streamlined procedure in order to make the system flexible within the framework and limits set by Decision (EU, Euratom) 2020/2053. It includes provisions of a general nature that are applicable to all types of Own Resources, covering matters of control and supervision of revenues.

The aim of this Regulation is to replace and repeal Regulation (EU, Euratom) No 608/2014. The original proposal for this Regulation was tabled by the European Commission on 2 May 2018 in the context of the legislative package for the Multiannual Financial Framework (MFF) 2021-2027. The Act was adopted by the Council of the European Union on 30 April 2021 and published in the Official Journal on 11 May 2021.
