The European Commission on 2 May 2018 proposed a pragmatic, modern, long-term budget for the 2021-2027 period. The package of proposals was set out in the Communication 'A modern budget for a Union that protects, empowers and defends. The Multiannual Financial Framework 2021-2027'.
The purpose of this proposal is to repeal and replace Council Regulation (EU, Euratom) No 608/2014, which lays down implementing measures for the system of Own Resources of the European Union. The implementing measures included in this proposal follow the current system while adapting it to the new landscape of multiple and new Own Resources.
The proposal includes provisions of a general nature that are applicable to all types of Own Resources, and mainly cover matters of control and supervision of revenues, including relevant reporting requirements and the related powers of Commission inspectors.
It is in the interests of the Union and its Member States to ensure that the system of Own Resources works well, so the control and inspection measures are designed to allow smooth cooperation between the Union bodies and the Member States. In addition, provisions for which appropriate parliamentary oversight is particularly important have been included in this proposal.
