The Convention on International Civil Aviation (the Chicago Convention) aims to regulate international air transport. The Convention entered into force in 1947 and established the International Civil Aviation Organization (ICAO).

During its 216th session, starting on 14 February 2019, the Council of the ICAO is to adopt Amendment 17 to Annex 13 to the Chicago Convention regarding reporting and timely investigation of accidents and incidents.
