Regulation (EC) No 138/2004 established the economic accounts for agriculture (EAA). It sets out the methodology for collecting EU Member States' national data and the time limits for sending these to the European Commission. The EAA provide a set of comparable data that offers relevant macroeconomic-level information to key users.

Eurostat has compiled agricultural statistics for the European Union (EU) for decades. Such data collection was assessed in 2016 and were found to be in need of an update to take account of the changes in agriculture, the Common Agricultural Policy (CAP) and other related policies of the European Union (EU). A major programme aimed at modernising EU agricultural statistics was launched - the Strategy for Agricultural Statistics for 2020 and beyond, as part of the REFIT programme. Later, a 2016 impact assessment of the strategy suggested a two-step integration of existing agricultural statistics, which would be complemented by the separated EEA Regulation.

As a satellite account of the European System of Accounts (ESA 2010), the EAA very closely follow the methodology for national accounts. Member States have provided Eurostat with national and regional economic accounts for agriculture since 2000. Regulation (EC) No 138/2004 formalised the national level economic accounts part; it was amended six times since then. However, regional level accounts were not included in the Regulation but continued to be transmitted by nearly all Member States under an informal agreement. Including them in the EAA Regulation is a way to ensure their quality, given their importance. Other amendments include the formalisation of the exact quality reporting arrangements in line with existing requirement laid out by Regulation (EC) No 223/2009, and the relaxation by 2 months of some data transmission deadlines.

The draft law was tabled by the European Commission on 12 February 2021 as part of the effort to modernise the European Agricultural Statistics System (EASS). The Council of the European Union adopted its negotiating position on 21 June, followed by the European Parliament on 11 October. An informal agreement between the co-legislators on a compromise text concerning this draft law was reached on 29 November.
