The European Commission put forward on 30 May 2018 a proposal setting up the Erasmus programme in the framework of the European Union's Multiannual Financial Framework (MFF) for the period 2021-2027.

It became necessary to establish the successor programme for education, training, youth and sport of the 2014-2020 Erasmus+ programme established by Regulation (EU) No 1288/2013. The integrated nature of the previous programme covering learning in all contexts - formal, non-formal and informal, and at all stages of life - should be maintained to boost flexible learning paths allowing individuals to develop those competences.
