Legislative initiative tabled by the European Commission on 14 June 2018, establishing the Neighbourhood, Development and International Cooperation Instrument (NDICI) for the period 2021-2027.
The objective of the NDICI is to uphold and promote the European Union's values and interests worldwide in order to pursue the aims and principles of its external action. It results from the need to streamline into one broad instrument a number of financing instruments previously co-existing under the Global Europe heading of the budget. This instrument is divided into three components:
The proposal was put forward by the European Commission on 14 June 2018, in the framework of its proposals for the Multiannual Financial Framework (MFF) 2021-2027. The plenary of the European Parliament adopted a negotiating position on 27 March 2019, followed by a (partial) general approach by the Council on 13 June. Following the publication of revised proposals for the MFF 2021-2027, further negotiations took place and an informal agreement between the co-legislators on a compromise text was reached on 18 December 2020.
