The objective of the NDICI is to uphold and promote the European Union's values and interests worldwide in order to pursue the aims and principles of its external action. It results from the need to streamline into one broad instrument a number of financing instruments previously co-existing under the Global Europe heading of the budget. This instrument is divided into three components:

• Geographical component;
• Thematic component;
• Rapid response component.

This Regulation amends and repeals Decision No 466/2014/EU, and repeals Regulation (EU) 2017/1601 and Council Regulation (EC, Euratom) No 480/2009.

The proposal was put forward by the European Commission on 14 June 2018, in the framework of its proposals for the Multiannual Financial Framework (MFF) 2021-2027. The plenary of the European Parliament adopted a negotiating position on 27 March 2019, followed by a (partial) general approach by the Council on 13 June. Following the publication of revised proposals for the MFF 2021-2027, further negotiations took place and an informal agreement between the co-legislators on a compromise text was reached on 18 December 2020. The Act was formally signed by the Parliament and the Council on 9 June 2021 and published in the Official Journal on 14 June 2021.
